About Cota
Cota is an accredited not-for-profit organization that has been providing community-based support to people living with mental health and cognitive challenges for over 50 years. At present, our wide array of services delivers much needed support to over 4,000 people/year who live with mental health challenges, psychogeriatric mental health conditions, acquired brain injuries, developmental disabilities, dual diagnoses and/or the experience of homelessness. These services include, but are not limited to, case management, supportive housing and adult day program services. Role Overview
The Director, Toronto West Services, functioning as a member of the Senior Management Team, reports to the Chief Executive Officer and is accountable for providing senior level leadership to the development and delivery of high-quality services within his/her/their respective portfolio.
This Director’s portfolio of services is primarily aligned with downtown Toronto’s west end and the catchment areas of the Mid-West Toronto Ontario Health Team and West Toronto Ontario Health Team. That said, the Director may also be responsible for overseeing services in or across other geographic areas as well.
This position is responsible for a diverse portfolio of services including, but not necessarily limited to:
- Mental health, psychogeriatric, acquired brain injury and dual diagnosis Case Management services.
- A Boarding Home Site Support program.
- Affordable and Supportive Housing programs.
- Other Cota services, as may be assigned by the CEO.
Primary Responsibilities:
A) Operations Management
The Director is accountable for the effective operation of Cota’s services within his/her/their portfolio. As such, the Director assumes the overall responsibility for ensuring the following:
- That the services within his/her/their portfolio meet all expected performance targets/obligations while remaining within budget.
- The effective design and implementation of those services and reporting relationships, in consultation with key stakeholders.
- The development of evaluation and continuous quality improvement strategies for those services.
- The effective management of existing partnerships/collaborations relating to the services within portfolio.
- The identification of opportunities for service enhancements and/or new partnerships that would result in improved service to clients.
- The effective management of internal service budgets in collaboration with the Director, Finance and Administration and in consultation with the CEO, ensuring accurate forecasts and optimal utilization each fiscal year, to limit fiscal year-end surpluses to 2% or less, while avoiding a deficit position.
- The coordination of data collection, monitoring and analysis activities that inform and/or support internal and/or sector planning activities.
- That he/she/they effectively represent Cota at various sector level. committees, task groups or planning tables as requested/authorized the CEO, such as, but not necessarily limited to:
- OHT Work Groups, Member and/or Steering Committee tables.
- Service resolution tables such as SPIDER.
B) Clinical Management:
The Director is responsible for ensuring that programs within his/her/their portfolio operate with a high level of clinical expertise and effectiveness. This may include, but not necessarily be limited to, such things as:
- Ensuring the recruitment of Managers, with the proven clinical experience/expertise required to provide effective clinical support and supervision to direct service providers.
- Ensuring that services are delivered within a Recovery Oriented/Client Centered framework and, in a manner, consistent with Cota’s Diversity Equity and Inclusion (DEI) principles/practices and commitment to health equity.
- Providing clinical advice and guidance to direct reports, as may be necessary from time to time, to address complex clinical/ethical issues.
- Contributing to the development service guidelines, policies and procedures and/or standards of practice for services.
- Contributing to the development of clinical best practice guidelines.
- Contributing to the selection and or development of clinical assessment and/or outcome measures.
- Contributing to the development of the organization’s annual training/education plans for service providers.
- Identifying, promoting and implementing partnerships with other agencies/organizations resulting in enhanced services for service users.
This will require active ongoing engagement with the Director, Performance & Quality Improvement to ensure internal alignment of clinical program guidelines, policies and procedures wherever appropriate/applicable.
C) Other Responsibilities:
The Director is expected to:
- Exemplify Cota’s values through their day-to-day work.
- Provide effective performance management, support and coaching to his/her/their direct reports.
- Participate as a member of the Senior Management Team.
- Promote and facilitate effective communication across the organization.
- Participate as a member of the Cota Leadership Team and participate in a number of organization-wide initiatives, at time acting as a Lead for such initiatives when requested/directed by the CEO.
- Lead the development of proposals for new services and/or expansion of existing services, as may be requested/authorized by the CEO.
- Successfully orchestrate the implementation of service enhancements and/or partnership arrangements, as applicable.
- Function as a member of the organization’s Manager-On-Call system, and will be on-call on a rotational basis as an after-hours support to service providers.
- Provide direct support to service provider teams within his/her portfolio, as back-up for Managers who may be on vacation and/or off sick.
- Observe Cota rules and regulations, policies, procedures, practices and current legislation, in particular, the Ontario Human Rights Code.
- Comply with all Health and Safety policies and procedures to ensure every reasonable precaution is taken for the protection of workers and clients and that health and safety concerns or incidents are responded to promptly.
- Work cooperatively and constructively with all Cota employees.
- Ensure the confidentiality of client, employee and Cota information is maintained.
- Undertake other related and/or delegated duties, as assigned.
The Successful Candidate Requires:
EDUCATION AND EXPERIENCE
- Graduate of a recognized post-secondary education program in a related health care or social service discipline.
- Preferable current registration with an applicable professional college (e.g., OT, SW, RN) and/or post-graduate degree in Health Care/Business Administration.
- A minimum of 10 years of experience working within community-based Mental Health or Social Services sectors.
- Minimum of 5 years progressive management experience.
KNOWLEDGE AND SKILLS
- Client-Centered and Recovery Oriented philosophy.
- Knowledge of Diversity Equity and Inclusion (DEI), Anti-Racism/Anti-Oppression (ARAO) and Trauma Informed principles and practices.
- Demonstrated leadership skills.
- Knowledge of trends and current issues relating to the delivery health, mental health and social services.
- Demonstrated understanding of data collection and reporting requirements of applicable funders.
- Proficiency with various computer programs (e.g., MS Word, Excel, Outlook, PowerPoint).
- Demonstrated skills in fiscal budget management.
- Demonstrated ability to develop and implement new services and partnerships.
- Previous experience in human resource management within a unionized environment.
- Excellent interpersonal and communication skills.
- Excellent organizational skills.
- Effective team player.
- Ability to act as a change agent.
- Ability to exercise innovation and initiative in solving problems and identifying opportunities.
- Self-directed and creative, sound judgment and integrity.
HOURS AND LOCATION OF WORK:
Most of the working hours fall into regular business hours Monday-Friday 9:00am-5:00pm, however flexibility is required to attend occasional evening and early morning meetings, as well as possible weekends if/when urgent situations arise.
While our preference is for the Director to work on-site and in-person, a hybrid work arrangement is possible, subject to approval of the CEO, provided that duties are fulfilled to a high standard and service integrity is maintained.
