Cota is an accredited not-for-profit organization that has been providing community-based support to people living with mental health and cognitive challenges for over 50 years. At present, our wide array of services delivers much needed support to over 4,000 people/year who live with mental health challenges, psychogeriatric mental health conditions, acquired brain injuries, developmental disabilities, dual diagnoses and/or the experience of homelessness. These services include, but are not limited to, case management, supportive housing and adult day program services. Role Overview and About the Team
The Manager, Developmental Services is accountable for providing leadership in the development and delivery of high-quality, client-centered services at Cota. Co-managing a portfolio of services with two other Managers on the team, you will be responsible for, but not limited to, the following services:
Transitional Aged Youth (TAY) Program: This program supports adults with developmental disabilities who were formerly in the care of one of the Toronto-based Children's Aid Societies. The program ensures that service users receive quality support while they reside in privately operated fee-for-service residential care settings by offering case management services to the service users and by providing effective oversight to the fee-for-service agencies. On an annual basis, the program is responsible for ensuring that each fee-for-service agency is audited in order to ensure compliance with Quality Assurance Measures (QAM) regulations.
Specialized Care Program: This program provides case management services to young adults who 1) have a developmental disability, 2) live in fee-for-service residential care settings, and 3) have completed service delivery through the Special Needs Team at Skylark. The program offers case management services to service users while also ensuring that the fee-for-service agencies provide quality services in compliance with QAM regulations.
Primary Responsibilities:
The Manager's primary duties may involve, but not necessarily be limited to:
- Oversee the recruitment, training, supervision of staff and provide administrative and clinical support to frontline service providers
- Liaise with various external stakeholders on a regular basis (including Developmental Services Ontario, representatives from the MCCSS Regional Office, Child Welfare Agencies, MCCSS-funded transfer payment agencies, fee-for-service agencies, etc.) in order to ensure that service users are supported safely and effectively within the community setting
- Hire, train, coach, supervise and provide clinical support to frontline staff within a unionized setting
- Act as a representative of Cota at network and/or external committee meetings as necessary
- Identify and implement quality improvement initiatives as required
- Authorize and/or process invoices and funding requests from fee-for-service agencies as appropriate
- Play a lead role in developing, updating and implementing the operating standards/guideline manuals for each program within the portfolio
- Act as a member of the Cota Leadership Team which may include involvement in a number of organization-wide activities
- Identify and implement quality improvement initiatives as required
- Support a high-functioning team, manage staff wellness and performance
- Schedule staff and conduct regular performance evaluations of team members
- Authorize/process staff expenses, mileage claims and vacation requests
- Participate as a member of the Clinical Leadership Team in planning / developing of the team's goals and objectives, as well as participating in a number of organization-wide activities
- Act as a member of the Cota Leadership Forum
- Report to the Director, Developmental Services
Qualifications:
Education:
- Degree/Diploma from a recognized University or College in a related Health Care or Social Service discipline
Experience:
- A minimum of one year of previous leadership/management level experience
- Previous work experience in a health care and/or social services organization (preferably 5 years or more)
- Previous supervisory/leadership experience within a unionized environment will be an asset
Knowledge & Skills:
- Exceptional organizational skills and administrative skills
- Knowledge of the Developmental Services System (e.g., relevant legislation, Developmental Services Ontario (DSO), etc.)
- Excellent interpersonal and communication skills
- Demonstrated understanding, sensitivity to and awareness of issues relating to diversity and cultural competency
- It would be considered an asset to have any of the following:
- Knowledge of the Mental Health Sector and/or Dual Diagnosis
- Knowledge of budgeting and/or financial processes
Other Requirement and Working Conditions:
- The majority of the working hours fall into regular business hours. Flexibility is required to attend evening and early morning meetings, as well as possible weekends
- Member of the organization's Manager-On-Call system on a rotating basis
Benefits:
Upon successful completion of a three-month period of employment, permanent full-time and permanent part-time staff working more than 20 hours per week as well as temporary full-time (with a contract for at least 1 year) and temporary part-time staff (with a contract for at least 1 year and working more than 20 hours per week) will be eligible for employer-paid group insurance benefits.
